 fstroom campus))\nAt low energies\, cosmic-ray nuclei experience the adiab
 atic limit where their \nintensity becomes proportional to their kinetic e
 nergy per nucleon\, independent \nof the diffusion tensor and interstellar
  spectrum. Low-energy electrons\, on the \nother hand\, do react to change
 s in the diffusion tensor and are therefore ideal \nprobes of its spatial-
  and rigidity dependence. To construct a diffusion tensor \nthat is valid 
 for low-energy electrons\, we need to know at least the \nwavenumber k_D w
 here the dissipation range occurs\, and the latter's spectral \nindex. In 
 this study we explore how these quantities\, when employed in a \nrecent m
 odel for the diffusion tensor\, could affect the modulation of cosmic-ray 
 \nelectrons. More specifically\, we consider two relationships for k_D sug
 gested by \nLeamon et al. 2000 (ApJ\, 537)\, based on observational result
 s. In each case\, \ntwo fits to the data are used. We show that these diff
 erent fits lead to \nprofound difference in the diffusion tensor at low en
