  cubic kilometre sized neutrino \ntelescopes it is important to optimise p
 erformance versus cost. In the \nframework of the KM3NeT design study we h
 ave designed an optical module \nconsisting of a single glass pressure ves
 sel and containing up to about 40 small \nphotomultiplier tubes 40 small p
 hotomultiplier tubes including their high-voltage \nsupplies and the front
 -end readout electronics. The advantage is a much larger \nphotocathode ar
 ea in a single vessel than is possible with large \nphotomultipliers. Sign
 ificant advantages for triggering are obtained. Tests of a \nfirst prototy
