 refers to conditions on the sun\, solar wind and Earth’s\nmagnetosphere 
 and ionosphere. Several characteristic signatures in cosmic ray may be\nus
 ed for space weather applications on the basis of secondary cosmic ray neu
 tron\ndata. Good examples are the solar proton events and Geomagnetic stor
 ms. A possible\ntool for investigations from Earth the variation of cosmic
  ray flux is based on\nregistration of secondary cosmic ray neutrons and m
 uons. In this connection a neutron\nflux meter is developed at BEO Moussal
 a. The final design of neutron flux meter based\non gas-filled SNM-15 dete
 ctors is presented as well several preliminary experimental\nand Monte Car
 lo results. The aim of the complex is to provide with high statistics\nand
  precision measure of the absolute secondary neutron cosmic ray flux. The\
 nscientific potential of detector complex is promising. Starting from esti
 mation of\nthe dose rate and finishing with space weather applications.\n\
