 er)\nThe origin of anomalous cosmic ray ions has long been assumed to be h
 eliospheric\npickup ion production from interstellar neutrals and accelera
 tion at the solar wind\ntermination shock. The Voyager-1 shock crossing sh
 owed a well-defined boundary for\nsharply increased keV ion fluxes in the 
 heliosheath but no sign of local\nacceleration. Ion flux spectra at keV to
  MeV energies are instead unfolding with\noutward passage to approximate t
 he E(-1.5) power-law expected for compressional\nmagnetic tubulence. This 
 spectrum provides excellent connection over many energy\ndecades of a maxw
 ellian distribution for local interstellar plasma ions to well-known\nflux
  spectra of high energy galactic ions at GeV energies. The Niagara Falls c
 ascade\nmodel is\nproposed that the heliosheath is a transitional region f
 or direct entry of ions\nfrom the local interstellar ‘river’ through a
  permeable heliopause into the\nsupersonic outer heliosphere. As Voyager-1
  moves outwards in the heliosheath to the\nheliopause\, energy-dependent t
 ransport features can appear in the transitional 0.01 –\n1 GeV/n energy 
 band but otherwise a general unfolding to the interstellar limiting\nspect
 rum should continue by this model. Spectral regions then become dominated 
 by\nbulk plasma flow at low energy\, cascade transport at intermediate ene
 rgies\, and\ninterstellar shock acceleration at higher energies.\n\nhttps:
